The Citizens Advisory Committee (CAC) provides assistance to the Executive Council, Management Board and all subcommittees as needed in implementing the Chesapeake Bay Agreement. Members communicate with their constituencies to increase understanding of the Agreement and programs to restore and protect the Bay. The membership is broad-based with representatives from agriculture, business, conservation, industry, and civic groups. Since 1984, this group has provided a non-governmental perspective on the Bay cleanup effort and on how Bay Program policies affect citizens who live and work in the Chesapeake Bay Watershed.

In 2001, CAC started its Young Delegates program, under the concern that anew generation of Bay region residents were not being included in theformulation of policies which would largely affect them, the inheritors ofcurrent efforts to restore the Chesapeake Bay. Representing each of the BayAgreement signatory jurisdictions, the 4 non-voting delegates attend andparticipate in all CAC functions.

Rebecca W. Hanmer is a member of the Chesapeake Bay Program’s Citizens Advisory Committee. She retired in 2007 after a four decade government career that included over 30 years in the U.S. Environmental Protection Agency. At EPA, she held a number of senior positions, including Director of EPA’s Office of Federal Activities; Deputy Regional Administrator in Region I (Boston); Regional Administrator in Region IV (Atlanta); Director, HQ Office of Water Enforcement and Permits; Deputy Assistant Administrator for Water and Acting Assistant Administrator for Water; Acting Regional Administrator in Region VIII (Denver); Water Protection Division Director in Region III (Philadelphia) and Director, Chesapeake Bay Program Office (2002-2007). She has administered Clean Water Act programs at both policy and operational levels, including water quality standards and the NPDES permit program.
