Resolution to Enhance the role and Voice of Agriculture in the Chesapeake Bay Partnership

Agriculture is a primary economic sector in the region containing 3.2 percent of the nation's farm acreage, yet producing 5.7 percent of the nation's agricultural receipts and contributing 13 percent of region's Gross Domestic Product. Farmers in the watershed have been leaders in the voluntary restoration effort and a national model for cooperation. The next Farm Bill may provide unprecedented opportunity to provide support for many Chesapeake Bay agricultural program. A clear voice from the agriculture community is needed in order to help direct and propel the Chesapeake Bay partnership in a direction that enhances clean up and provides for increased farm viability.

Assisting Farmers Accelerating Agricultural Implementation of the Chesapeake Bay Tributary Strategies

In it's Directive 04-2 "Meeting the Nutrient and Sediment Reduction Goals - Next Steps." the Chesapeake Executive Council in January 2005 directed several actions designed to support and accelerate implementation of the partner jurisdiction. Tributary Strategy goals. This memo confirms discussion that the Principal Staff Committee has made on several elements of Directive 04-2. It also provides a general status report on implementation of the Directive 04-2.

The Chesapeake Bay Program recognized the importance of wetlands in Chesapeake 2000, which charged signatories to reach specific goals by 2010. This memo provides an update on the 2005 Wetlands Evaluation and outline the the PSCs decisions concerning the next steps, including focusing restoration efforts on an acreage gain of 25,000 for the remainder of the decade. 

Chesapeake Bay Watershed Assistance Network

In January 2005, the Chesapeake Executive Council issued Directive 04-2 "Meeting the Nutrient Sediment Reduction Goals - Next Steps". The Council directed the Chesapeake Bay Program to create a network of assistance programs "to establish a better mutual understanding of how existing financing programs operate, explore possibilities for greater effectiveness and consider ways to improve financing of tributary strategies implementation. The doc describes the mission, goals, and desired results.

Endorsement of the Meaningful Watershed Educational Experience

The Chesapeake Bay is dependent upon the actions of every citizen in the watershed, both today and in the future. The Bay's future will soon rest in the hands of its youngest citizens. Our students, future Bay leaders, should be armed with the Knowledge and skills need to make informed choices, have a sense of history and excitement about the nation's largest estuary and an understanding of how their individual actions affect this national treasure.

Funding Priorities for Implementation of the Chesapeake Bay Program Tributary Strategies

In order to restore water quality in the Chesapeake Bay, states have developed Tributary Strategies to reduce pollution from nutrients (Nitrogen&Phosphorus) and sediment. The strategies contain a wide array of practices and initial cost estimates are far beyond the current capacity of jurisdiction to implementation. In January 2005 the Chesapeake Executive Council signed Directive 04-2 which called for the development of "funding priorities. This document is the result of the directive.

This document outlines the strategy adopted in April 2003 by the Executive Council to accelerate the protection and restoration of SAV in the Chesapeake Bay. There are seven main strategies that are to be implemented to achieve the goal of 185,000 acres of SAV by 2010. Budget estimates, history of Chesapeake Bay Program SAV initiatives, review of existing SAV protection provisions, and current status of planting and transplanting capabilities are also included in the report.

Wetlands, both tidal and non-tidal, play a critical role in the Chesapeake Bay ecosystem, a role the Chesapeake Bay Program recognized in the 1987 Chesapeake Bay Agreement, the 1989 Chesapeake Bay Wetlands Policy and Directive 97-2, Wetlands Protection and Restoration Goals. That directive called for the maintenance of existing wetlands and the restoration and preservation of wetland acreage and function in order to sustain habitats for breeding, spawning, nesting and wintering living resources, including those that are vital to the regional economy.
