The Chesapeake Bay Program's highest priority has been to restore the Bay's living resources-its finfish, shellfish, Bay grasses and other aquatic life and wildlife. In 2000 the Chesapeake Bay Program and its signatory partners signed the Chesapeake 2000 agreement, in which Bay Program partners committed to achieve and maintain water quality conditions necessary to support all of the plants and animals that live in the Bay's complex ecosystem. Bay Program initiatives encourage the watershed's 1,650 local governments to address land use management, growth and development, stream corridor protection and infrastructure improvements.
