This report contains comments on the draft Rock Creek report provided in a memo from Bob Zeller to Leslie Baldwin dated January 11, 1990. First let me say that we are in total agreement with your comments questioning the cost-effectiveness or even the technical merit of aeration and dredging measures in Rock Creek and have repeatedly denied requests to fund these types of projects.
