Usiing segmentation to look at water quality is not new. Planning agencies for the Great Lakes divided the lakes into zones with similar nutrient and chlorophylla levels to monitor eutrophication. To locate acceptiable sites for dumping treated sewage, planners segmented San Franciso Bay into six major areas according to flusing characteristics. Under the Clean Water Act of 1977, all streams in the United states are semented according to the water quality and assimilative capacities of the stream (40 CFR, U.S. Code of Fereal Regulation Section 131).
