The commitments are organized under four areas of emphasis-pollution prevention, regulatory program implementation, regional facus, and directed toxics assessments. Stakeholder unput was sought on how the commitments met four basic evaluation criteria: 1) understandable by the public; 2) feasible to achieve, 3) measurable so that progress can be reported, and 4) targeted to toxics problems in the Chesapeake Bay. The evaluations were conducted through the Toxics Subcommittee meetings; stakeholdernroundtables held in PA, MD, and the District of Columbia; telephone contacts, and small group meetings. In addition to the stakeholder involvement initiatives, experiences of other estuary or watershed- based management programs implementing toxic reduction strategies were summarized and evaluated. This report reflects the findings of these activities.
