The 1987 Chesapeake Bay Agreement identified the improvement and maintenance of water quality as the most critical elements iin the overall restoration and protection of the Chesapeake Bay. In order to achieve a reduction of toxics consistent with the Water Quality Act of 1987, the Agreemenbt called for the development and adoption of a Basinwide Toxics Reduction Strategy. The Strategy, adopted by the Chesapeake Executive Council in January 1989, contains a number of commitments in the areas of research, monitoring and toxics management necessary to achieve a comprehensive approach to toxics reduction in the Chesapeake Bay. One of the commitments specified the creastion of a Chesapeake Bay Toxics of Concern List and supporting matrix of information to be used to establish priorities for future toxics research and management initiative.
