Interest in Chesapeake Bay SAV communities by scientists, resource managers and the public has been very high because of the significant reductions of SAV in many areas compared to luxrious stands that once prevailed less than 20 years ago (Orth and Moore, 1981, 1983, 1984). The recently completed Chesapeake Bay Program, funded by the US Environmental Protection Agency (EPA0 focused research on SAV in the areas of distribution and abundance, role and value, and factors that may have caused the decline of SAV (US EPA Synthesis Report, 1982). The research phase of the Chesapeake Bay Program was completed in 1983 and the implementation phase is currently in progress.
