In recognition of the vital role local governments play in the Chesapeake Bay restoration effort, the Chesapeake Executive Council adopted the Local Government Partnership Initiative in 1995. The Initiative is a commitment to strengtheing the Bay Program's partnership with local governments. To ensure that the goal and objectives of the Initiative are achieved, the Executive Council committed the Bay Program to establish a Task Force to develop a Local Government Participation Action Plan.
