When the Chesapeake Bay Commission, U.S. Environmental Protection Agency (EPA, Maryland, Virginia, Pennsylvania and the District of Columbia (DC) signed the Chesapeake Bay Agreement in December 1983k nthey agreed to establish a structure to oversee the cooperative and comprehensive measures taken to restore theBay. The Chesapeake Executive Council and its Implementation Committee (IC) began by forming the Planning, Data Management, Monitoring, and Modeling and Research Subcommittees which report to the IC. The Council's First Annual Report outlined their activities. Representatives from the three states, the District of Columbia and the six federal agencies with which EPA signed special agreements in 1984 participate on these committees.
