This document describes the adaptive management-based decision framework informing efforts to restore native oyster habitat and populations in 20 out of 35 to 40 candidate tributaries by 2025. It includes information about the restoration goal, the factors influencing goal attainment and gaps in current management efforts. It also provides an overview of the management strategy, monitoring program and methods of measuring success.
