This report summaries the findings of the Chesapeake Bay Watershed Blue Ribbon Finance Panel. The panel was established to identify funding sources sufficient to implement basinwide clean-up plans so that the Bay and its tidal tributaries would be restored sufficiently by 2010 to remove them from the list of impaired waters under the Clean Water Act.
