Developing Indicators Guiding Questions

This document was created to guide Goal Implementation Teams (GITs) in developing new assessment and accountability metrics (indicators) when a need for an outcome has been identified. A key role of the GITs is to identify these metrics, which will be used by the teams and reported to external audiences.
