Directive 98-4: Interstate Animal Waste Distribution and Use Technology
This directive seeks to improve the management of and reduce the potential for nutrient loadings from animal wastes in the Chesapeake Bay watershed.
Description
Directive No. 98-4 supports the nutrient reduction goals of the 1987 Chesapeake Bay Agreement and the opportunity it provides for all states within the Chesapeake Bay watershed to reduce the potential for nutrient loadings from animal wastes. To improve the management of animal wastes in the Chesapeake Bay watershed, the signatories of the directive agree: (1) The Chesapeake Bay Program will convene a task force to recommend appropriate procedures for the interstate distribution of animal wastes, as well as to identify potential alternative uses for animal wastes, gaps in the current technology that are barriers to adoption and related research needs. (2) The Chesapeake Bay Program should coordinate resources with appropriate state and federal research institutions and agencies, as well as the private sector, to encourage the development of new economically feasible and environmentally sound technologies which can result in alternative uses for animal waste throughout the watershed. (3) State programs which encourage or provide for the distribution of animal wastes for land application should be designed to ensure proper rates and timing of nutrient application are used, regardless of the final destination.
