Jess Blackburn is employed by the Alliance for the Chesapeake Bay and coordinates the Chesapeake Bay Program's Citizens Advisory Committee (CAC). Since 2005, she has provided professional staffing support and onboarding for the appointed volunteers of the CAC. She holds a bachelor's degree in Political Science with a minor in Philosophy from the Virginia Commonwealth University. Jess lives in Richmond, VA in the James River Watershed.
