This implementation plan guided the Chesapeake Bay Program's Scientific, Technical Assessment and Reporting (STAR) Team toward expanding its science capacity to better meet the needs of the Bay Program's Goal Implementation Teams (GITs). The plan provided a revised purpose and functions for STAR based on an adaptive management approach, and recommended actions for evolving STAR to include a broader group of science providers and enhance interaction with GITs to address their science needs.
