In 1987, the parties to the original Chesapeake Bay Agreement of 1983 signed a new Chesapeake Bay Agreement. The 1987 Chesapeake Bay Areement set specific goal-to achieve at a 40% reduction of nitrogen and phosphorus entering the mainstem Chesapeake Bay by the year 2000. The agreement also included a provision that the goal be reevaluated in 1991 to determine whether it is, indeed, the reduction needed/
