This Baywide Communication Plan draws upon and expands upon the State and Federal communication plans. In keeping with the Bay Agreement goal of "increased opportuities for citizens to participate in decisions and programs affecting the Bay, "The plan also includes a comprehensive process to assure opportunity for the publich to take part in the development and review of strategies called for by the Bay Agreement.
