In January 2005, the Chesapeake Executive Council issued Directive 04-2 Meeting the Nutrient Sediment Reduction Goals - Next Steps. In order to restore water quality in the Chesapeake Bay, states have developed Tributary Strategies to reduce pollution from nutrients (Nitrogen&Phosphorus) and sediment. The strategies contain a wide array of practices and initial cost estimates are far beyond the current capacity of jurisdiction to implementation. In January 2005 the Chesapeake Executive Council signed Directive 04-2 which called for the development of funding priorities. This document is the result of the directive.
