The 1987 Chesapeake Bay Agreement established a framework for coordinated action by the Federal Government and he Chesapeake Bay States to reverse the trend of decliniing water quality conditions within the Chesapeake Bay to restore the productivity of the ecosystem. In response to this Agreement, the Chesapeake Bay jurisdicitions, working through a Water Quality Task Group, developed the Baywide Nutrient Reduction Strategy ((Chesapeake Bay Program, 1988a) for reducing nutrients entering the Bay to attain the year 2000 goal. The Nutrient Reduction Strategy called for more strigent point source controls and increased emphasis on reducing nonpoint source nutrient loadings from agricultural and urban sources.
