The primary message which RUMT hopes this report will convey is that there is now ample evidence that the Bay system is in decline. Based on this evidence, RUMT supports specific policies to reverse that decline. RUMT has concluded that government has a number of tools which can work. And, importantly, RUMT believes that the private sector clearly recognizes the significance of maintaining a healthy and productive Chesapeake Bay, and is poised to support governmental policies which will do that. The point is not that we know all we need to know to protect the complex Chesapeake system, but that we know enough to begin.
