The Chesapeake Executive Council adopted the Submerged Aquatic Vegetation Policy for the Chesapeake Bay and Tidal Tributaries in July 1989. The goal of the Policy is to achieve a net gain in submerged aquatic vegetation (SAV) distribution, abundance, and species diversity in the Chesapekae Bay and its tidal tributaries. The Policy directed that a plan to implement the goals and action items of the Policy be developed by July 1990. This Implementation Plan was preapred in response to that commitment.
