Chesapeake Bay Commission, a tri-state legislative body; the U.S. Environmental Protection Agency, which represents the federal government; and participating citizen advisory committee. an Atlas of long term biological monitoring programs in the Chesapeake Bay Basin was first compiled by Patricia Heasly, Susan Pultz and Rich Batiuk and published in 1989 by the US EPA, Chesapeake Bay Liason Office.
