Fish passage development in Bay tributaries has been underway since the late 1980's. In December, 1993 the Chesapeake Executive Council (EC) formalized short- and long-term goals for this initiative in Directive 93-4, which instructs the Chesapeake Bay Program partners to open 582.05 and 1356.75 miles of spawning habitat for shad and herring (Alosa spp.) by 1998 and 2003, respectively. The Chesapeake Bay Program, in turn, designated the LTSc through the Fish Passage Workgroup to accomplish these goals. In 1995, the Chesapeake Bay Program signatories opened 36.6 miles to migratory fish within the Bay watershed. 216 miles have been oen to date, including 148.7 miles opened prior to the Directive.
